Section Programs - RFI Policy and Local Interference Committee (LIC) Information Page

The ten (10) counties comprising the West Central Florida Section will  be comprised of two (2) Local Interference Committees (LICs) and will provide assistance to another amateur related RFI complaints.  Ideally, each LIC shall consist of at least a Section appointed Voluntary Council (VC), Official Observer (OO)  and a technical specialist (TS) and any others appointed by the Section Official Observer Coordinator (OOC).

The following LIC districts have been established within the West Central Florida Section:

NORTH WCF SECTION AREA LIC:  Hillsborough, Pasco, Pinellas & Polk Counties

  SOUTH WCF SECTION AREA LIC: Charlotte, Desoto, Hardee, Highlands, Manatee & Sarasota Counties

After an on-line RFI Interference Complaint Form has been submitted, it will be assigned, by the Section OOC to the appropriate area Local Interference Committee (LIC), for further investigation.

It is the Policy of the WCF Section to keep all investigations confidential!

*RFI Policy: It is the policy of the West Central Florida Section to help with any amateur operator RFI problem through the use of the resources of the Section's two (2) Local Interference Committees (LIC (s)).  If you have an amateur operator RFI problem that you would like to discuss, we encourage you to read the next paragraph completely and carefully. Then fill out an Interference complaint form. The LIC (s) are fellow amateurs and are not the "radio cops" but are trained to offer you whatever assistance you may need to identify and stop the interference!  * If you are having non-amateur operator RFI problems (such as TVI/CATVI, etc), please seek assistance from a Section Technical Specialist*
LIC Information: The Local Interference Committee or LIC for short, is the ARRL WCF Section Local Interference Committee.  I

The LIC program will feature TWO (2) LIC (s) that will specifically serve a specific geographic area within  the the Ten (10) counties comprising the West Central Florida section.  They will address the problems with interference to Amateur Radio Service Repeater Stations in accordance with the Amateur Auxiliary rules, to the Federal Communications Commission (FCC).

As a component of the Amateur Auxiliary program, each of the Local Interference Committees (LIC) are commissioned by the ARRL Section Manager and will comprise of three (3) or more members.  Those members will typically include an ARRL Section Voluntary Council (VC), a Technical Specialist (TS), Official Observer (OO) and any others that the Section OOC shall appoint to serve on the committee.

A "Chairman" of each  LIC  will be appointed by the Section OOC,  whose LIC team will  investigate and resolve repeater interference problems.  If the interference is a deliberate jamming problem that persists, the LIC may develop the body of evidence required, for the FCC to base an enforcement action.

The functions of the LIC (s) shall include, but not be limited to: response to complaints/allegations emphasizing cooperative "no fault" solutions; signal identification/source location, in liaison with the Section Official Observer Coordinator and ultimately, ARRL Headquarters in difficult cases.  Any such cases will be advanced by the Section OOC.

The LIC (s) will operate at all times in accordance with the procedures stated within the "Amateur Auxiliary Training Guide" and/or other guidelines developed by the ARRL, with complete impartiality to any individual or group involved in any investigation.  If any member of the three (3) LIC (s) has a conflict of interest, as determined by the Section OOC / Section Manager, that member of the LIC will be replaced.

The LIC (s) will act as a direct liaison to the Amateur Repeater Station Sponsors within the West Central Florida Section with programs to foster public relations between the LIC (s) and the area repeater station sponsors to educate the Amateur community regarding the proper ways to deal various types of general interference, deliberate interference and obscenity.

The LIC (s) will function as both an advisory committee to the WCF section repeater sponsors on specific cases of Repeater Station Jamming as a technically proficient committee of investigators gathering and archiving data.

All repeater sponsors and users are urged to contact the LIC (s) regarding interference problems by completing a "confidential but official "Interference Complaint Form" and bring the situation to the attention of the Section OOC and Section Manager.

The Section Manager, Official Observer Coordinator and all members of the LIC (s)  want to acknowledge and thank all of you who file a interference complaint, and whose names are kept confidential, for the many ways in which you provide support for the betterment of the Amateur Radio Service.
